About NEAR

The Neighborhood Engagement Achieves Results (NEAR) Act was passed by the Council of the District of Columbia in March 2016 in response to an increase in homicides the previous year. It is comprised of 20 different provisions, covering a wide range of public safety initiatives designed to reduce violent crime, reform criminal justice provisions, and improve community-police relations. To reduce crime, the NEAR Act seeks to use a public health approach to violence prevention and reduced incarceration. The NEAR Act was fully funded by Mayor Bowser in the Fiscal Year 2018 budget, which went into effect October 1, 2017. Each of the 20 provisions of the NEAR Act have either been implemented or are in the process of being implemented this year.
